Title: SUBJECT: MOTION BY DIRECTORS GARCETTI AND BUTTS REGARDING MEASURE M MASTER GUIDELINES - VISIONARY PROJECTS WE MOVE that the MTA Board direct the CEO to: A. Allow private organizations to be eligible for Visionary Project Seed funding for predevelopment purposes. An MTA policy shall be established to oversee the use of these funds. B. To maximize pioneering transportation solutions, include under the "Eligible Projects" section, the following criteria: 1. Connectivity to major trip generators 2. Use new and innovative technology solutions, beyond transit solutions. 3. Provides innovation and reduces project costs compared to conventional delivery methods. C. Allow the use of unsolicited proposals using MTA existing policies. D. The criteria and selection process shall be developed and adopted within 6 months.

Measure M Master Guidelines - Visionary Projects

 

Measure M will generate significant funding in the next 40 years to help develop a world-class and sustainable transportation system in Los Angeles County.

 

To compliment Measure M objectives, the Visionary Project Seed Funding aims to attract innovative and modern transportation solutions.

 

The overarching goal for the Visionary Projects category should be to attract private organizations which can help accelerate regional transportation solutions.

 

Furthermore, the Visionary Projects category should focus on projects that connect major trip generating centers and destinations throughout the County.

 

The Visionary Project program should allow for the private industry to apply for these funding, rather than requiring a partnership as prescribed in the draft guidelines.
