Title
AUTHORIZE the Chief Executive Officer to:
APPROVE programming of additional $12.9 million in Measure R I-710 Early Action projects funds for the design phase of the Shoemaker Bridge Replacement Project (Project); and
EXECUTE the necessary agreement(s) with the City of Long Beach to advance the Project.

In 2018, the Los Angeles County Metropolitan Transportation Authority (Metro) secured $14 million in State Transportation Improvement Program (STIP) funds for the Plans, Specifications and Estimates (PS&E) phase of the Project. The STIP funds were programmed in FY18-19 with a one-year extension to allocate the funds. The deadline for City of Long Beach to request allocation and the California Transportation Commission (CTC) to approve is June 30, 2020.
The Project Report completed in 2020 estimated the PS&E phase costs to be $26.9 million, which indicates a $12.9 million shortage. CTC guidelines require full funding of the project phase at the time the STIP funds are awarded. Board approval of programming of the additional Measure R funds is hereby requested to fully fund the PS&E phase of the Project.
Background
BACKGROUND
Since 2012, Metro, the Gateway Cities Council of Governments (GCCOG), the City of Long Beach and Caltrans have recognized the Project an “Early Action” component of the I-710 South Corridor Project. The Shoemaker Bridge is at the southern terminus of the I-710 and serves as a gateway to the City of Long Beach. The Project was determined to have independent utility and could be built ahead of the I-710 South Corridor improvements with little to no wasted investment when the freeway capacity enhancement project is implemented.
The established process for funding the projects tied to the I-710 Corridor improvements requires approval/concurrence by the I-710 TAC prior to Metro Board action. In order to meet the full funding requirements to obtain STIP funding, both the I-710 TAC and the Metro Board will have to approve the City of Long Beach’s request to increase the Measure R funding for the Project’s PS&E phase in May 2020.

DISCUSSION
The Board approval of the additional Measure R funds is necessary to meet the CTC’s full funding requirements for the PS&E phase of the Project and secure the STIP funds. The I-710 TAC will meet met on May 20, 2020 and will vote on the approval of approved the City of Long Beach’s request for the Measure R funds. The Board’s approval shall be contingent upon the TAC’s approval of the additional Measure R funds for the Project.

The Board’s approval of the staff’s recommendations will not have any adverse safety impacts.
Financial_Impact
FINANCIAL IMPACT
For FY20 $2.8M has been budgeted for this Project in Highway Subsidies Cost Center 0442, I-710 South Early Action Project 460316, account 54001, task MR306.19. Since this is a multi-year project, the Project Manager, Cost Center Manager and the Senior Executive Officer, Program Management - Highway Program will be responsible for budgeting the remaining costs in future fiscal years.
Impact to Budget
The source of funds for this project is Measure R 20% Highway Funds and State Transportation Improvement Program (STIP) funds. These funds are not eligible for bus and rail operating and capital expenditures.

IMPLEMENTATION OF STRATEGIC PLAN GOALS
The Project, as a key component of the I-710 Corridor improvements, is consistent with the following goals of the Metro Vision 2028 Strategic Plan:
Goal 1: Provide high-quality mobility options that enable people to spend less time traveling by alleviating the current operational deficiencies and improving mobility along the highways.
Goal 4: Transform LA County through regional collaboration by partnering with the various Subregions to identify the needed improvements and take the lead in the development and implementation of their projects.

ALTERNATIVES CONSIDERED
The Board may choose not to approve staff’s recommendations. This option is not recommended as the Project has been recognized as an important element of the I-710 Corridor Improvements Project and the full funding of the PS&E phase will advance the Project.

Upon Board approval, Metro will enter into a funding agreement amendment with the City of Long Beach for the Project.
