In February 2019 staff presented a report (File 2018-0787) to the Board detailing the Soundwall Program’s status, funding challenges and future delivery plan.  This Board Report is a follow-up action requesting funds to prepare Project Initiation/Project Approval (PI/PA) Documents for Phase I, Priority 2 Soundwall Packages 12,13 and 14.

 

Background

BACKGROUND

 

Upon passage of SB 45 in 1999, Metro assumed the responsibility for delivery of the freeway soundwall projects in Los Angeles County.  Prior to that, Caltrans was responsible for nominating soundwalls for funding through the California Transportation Commission (CTC) and construction of the projects.

 

Between 2001 and 2003 and continuing to the present, Metro began development, with Board approval, the lists of retrofit soundwalls by classifying them in “Phases”.

 

Phase I:                      Soundwalls that were required to be constructed as part of the High Occupancy Lane (HOV) projects but were deferred.

 

Phase II:                      All other retrofit/after-the-fact soundwalls deemed eligible along the various freeways.

 

Phase I:                     Within the list, three priorities were established:

 

Priority 1:                     Soundwalls along the built HOV lanes opposite those that were built on one side of the freeway.  All Priority I soundwalls are constructed.

 

Priority 2:                     Soundwalls along the built HOV lanes where walls were not constructed on either side of the freeway.  Package 10 is in design, Package 11 is in construction, Packages 12, 13 and 14 require new PI/PA documents.

 

Priority 3:                     Soundwalls along built HOV lanes that have been added over time.  The list is neither prioritized nor funded.

 

Phase II:                     Soundwalls in Phase II are neither prioritized nor funded.

DISCUSSION

 

In February 2019, staff outlined the delivery plan for Phase I soundwall packages in priority order, commencing with the remaining Phase I, Priority 2 Packages.

 

Phase I, Priority 2, Packages 12, 13 and 14 had completed the PI/PA process in 2003 to 2007 with the completion of three Noise Barrier Scope Summary Reports. However, the existing documents are out of date and Caltrans requires new PI/PA documents to scope the cost, type and location of the soundwalls.

 

The Phase 1, Priority 2 Package soundwall locations are listed below:

 

                     Package 12: On I-210, in Glendora, from Grand Avenue to east of Sunflower Avenue - estimated 1.2 miles of soundwalls.

 

                     Package 13: On I-405, in Long Beach and Carson, from south of Long Beach Boulevard to 213th Street - estimated 2.7 miles of soundwalls.

 

                     Package 14: On SR-134, in Eagle Rock from Mount Helena Avenue to west of Figueroa Street - estimated 0.3 miles of soundwalls.

 

Upon the Board’s approval, staff will procure consultant services and coordinate with Caltrans to complete the PI/PA documents defined by Caltrans as the Project Study Report/Project Report(s) for Packages 12, 13 and 14. 

 

The approved PI/PA documents will be used to scope and provide the cost estimates for design, right of way and construction of the soundwall packages.

 

Determination_Of_Safety_Impact

DETERMINATION OF SAFETY IMPACT

 

The action will not have an impact to the safety of Metro patrons as the projects are on the state owned highway system and the consultants will perform the design in accordance with State standards.

 

Financial_Impact

FINANCIAL IMPACT

 

The adoption of the recommended action will require the programming of $3,000,000 in local funds over a two-year period.  The Highway Program is funded in FY20 for the anticipated approval of this item.  Upon approval of this action, staff will use approved FY20 budget to allocate $1,500,000 within Highway Program Cost Centers 0442, 4720, 4730 and 4740 and establish new project numbers to track budgets and expenditures for each soundwall package.  No increase to the FY20 budget is required at this time. 

 

Since this is a multi-year project, the Project Manager, the Cost Center Manager and the Senior Executive Officer, Program Management, Highway Program will be responsible for budgeting the remaining costs in future fiscal years.

 

Impact to Budget

 

The source of funds for the Project Initiation/Project Approval (PI/PA) Documents for Soundwall Packages 12, 13 and 14 will be Proposition C 25% Streets and Highways and Measure R 20% Highway Funds. These funds are not eligible for bus and rail operations/capital expenses.

 

Implementation_of_Strategic_Plan_Goals

IMPLEMENTATION OF STRATEGIC PLAN GOALS

 

The recommendation supports Strategic Plan Goal No. 1.  Packages 12, 13, and 14 soundwalls were warranted to be constructed as part of their respective HOV lanes projects but were deferred. Construction of HOV lanes are consistent with Metro’s Strategic Plan Goal No. 1 to provide high quality mobility options that enable people to spend less time traveling.

ALTERNATIVES CONSIDERED

 

The Board could choose to not approve the recommendation but the proposed projects will be deferred until funding is programmed.

If approved, staff will issue task orders for consultants to prepare the PSR/PRs.
