Title
AUTHORIZE the Chief Executive Officer to award a firm fixed unit rate Contract No. OP496680008370 to MCM Integrated Systems, Inc. (MCM) to provide comprehensive access control installation, maintenance, and repair services to mitigate intrusion and enhance security throughout Metro facilities for a Not-To-Exceed (NTE) amount of $7,140,685 for the five-year base period and $1,877,358 for the two-year option, for a combined NTE amount of $9,018,043, effective January 1, 2026, subject to the resolution of any properly submitted protest(s), if any.
Issue
ISSUE
The existing access control installation, maintenance, and repair services contract expires December 31, 2025. To avoid a lapse in services and continue providing safe, quality, regularly scheduled, and as-needed access control maintenance services systemwide, including the Metro Gateway Headquarters Building, a contract award is required effective January 1, 2026.
Background
BACKGROUND
Metro’s security infrastructure is supported by the Intrusion Detection and Access Control System (IDACS), a centralized platform designed to manage access and detect intrusions throughout Metro facilities. The system utilizes multiple components, including identification badges, badge readers, motion sensors, security cameras, and dedicated computer hardware and software to monitor and control access.
Originally installed at USG in 1995, the system serves as the first line of defense against unauthorized access to the building, its individual floors, and provides access control for employees who work within the building. Since its initial deployment, IDACS has been expanded to all Metro operating divisions, customer service centers, and facilities, now supporting over 30,000 users agency-wide. In addition to supporting employee and facility safety, the IDACS also serves as a vital tool for law enforcement and Metro Transit Security, helping to detect, respond to, and prevent threats to Metro personnel, customers, and assets.
During the term of the existing contract, the scope of services has expanded to include the K Line (C/LAX) and Regional Connector, Emergency Security Operations Center (ESOC), and Metro Training Facilities expansion projects.
Under the existing contract, MCM has been providing satisfactory services, performing preventative maintenance, inspections, and repairs for Metro’s access control and its associated systems and equipment.
Discussion
DISCUSSION
Under the new contract, the contractor will continue to provide comprehensive maintenance and repair services for Metro’s IDACS. The integrated systems covered under this scope include, but are not limited to:
• Sielox Access Control
• Kaplogic Aegis Software
• FLIR Latitude Video Management System
• Bosch Intrusion Alarm Systems
• Aiphone AN8000/IX Intercom Systems
• Programmable Logic Controller (PLC) Systems
These technologies collectively form a robust and scalable platform to safeguard Metro's infrastructure and personnel.
During the term of the new contract, and to support Metro’s system expansion projects, the number of IDACS-equipped facilities maintained through the new contract will increase from 533 to 552 to include LAX/MTC, D Line (Purple) Westside Extension Phases I, II & III, and A Line (Blue) Foothill Extension Phase 2B facilities after expiration of their respective one-year warranty maintenance period.
The expanded scope ensures consistent and secure access control coverage across Metro’s growing transit network, reinforcing the agency’s commitment to safety, operational readiness, and infrastructure protection.

Approval of the recommendation will support the efforts of maintaining, expanding, and improving Metro’s IDACS, which will improve passenger, employee, and infrastructure safety and security systemwide.
Financial_Impact
FINANCIAL IMPACT
Funding in the amount of $714,068 for systemwide access control installation, maintenance, and repair services for the remainder of FY26 is allocated under cost center 8370 - Facilities Contracted Maintenance Services, account 50308, Service Contract Maintenance, under various projects.
Since this is a multi-year contract, the cost center manager and Deputy Chief Operations Officer, Shared Mobility, will be accountable for budgeting the cost in future years.
Impact to Budget
The current source of funds for this action includes operating eligible funds, including Passenger Fares, Propositions A and C, and Measures R and M sales tax revenues, State Transit Assistance (STA), and the Transportation Development Act. These funding sources are eligible for bus and rail operations. Given approved guidelines and provisions, using these funding sources leverages maximum project fund use.

Providing ongoing access control installation, maintenance, and repair services supports the safety of Metro facilities to ensure safe working conditions and safety at stations. This is done by detecting and notifying appropriate personnel of intrusions, which enhances Metro staff and patrons' experience while utilizing Metro’s facilities and transit system. This is especially critical in Equity Focus Communities, where individuals often depend on public transportation as their primary means of travel.
As part of this solicitation, Metro hosted a Systemwide Metro Connect Industry Forum Outreach event on December 11, 2024, to provide an overview of the requirements for competitively negotiated procurements. During this outreach event, staff provided detailed information regarding SBE Programs to encourage small business participation.
While the Consultant was a certified DBE at the time of receipt of their proposal, the U.S. Department of Transportation has issued an Interim Final Rule (IFR) that makes changes, including suspension of goals and enforcement, to the DBE Program effective October 3, 2025. Metro is currently reviewing the IFR to identify necessary program and procedural changes to ensure full compliance. As such, while the DBE status is not a factor in the staff recommendation, MCM is a certified small business. This is noteworthy since small businesses are vital for the economy as they drive job creation, foster innovation, and strengthen local communities.
Vehicle_Miles_Traveled_Outcome
VEHICLE MILES TRAVELED OUTCOME
VMT and VMT per capita in Los Angeles County are lower than national averages, the lowest in the SCAG region, and on the lower end of VMT per capita statewide, with these declining VMT trends due in part to Metro’s significant investment in rail and bus transit.* Metro’s Board-adopted VMT reduction targets align with California’s statewide climate goals, including achieving carbon neutrality by 2045. To ensure continued progress, all Board items are assessed for their potential impact on VMT.
As part of these ongoing efforts, this item is expected to contribute to further reductions in VMT. This item supports Metro’s systemwide strategy to reduce VMT through these maintenance activities that will improve safety at bus and rail stations and further encourage transit ridership. Metro’s Board adopted VMT reduction targets were designed to build on the success of existing investments, and this item aligns with those objectives.

This action supports Strategic Goal 2: Deliver outstanding trip experiences for all users of the transportation system. Maintaining and improving state-of-the-art video surveillance and access control systems will contribute to safe and secure operations and enhance customers’ experience.
Alternatives_Considered
ALTERNATIVES CONSIDERED
The Board may elect not to approve the recommendation. This alternative is not recommended as it would result in a gap in service that would impact Metro’s system safety, security, operations, and customer experience.
With the completion of a financial-based insourcing/outsourcing study based on a quantitative and qualitative assessment, staff have analyzed insourcing/outsourcing options for access control installation, maintenance, and repair services, among other services. Based on initial findings, access control installation, maintenance, and repair services were not recommended for insourcing as they would require Metro to hire Sielox and Aegis software-certified personnel and purchase additional equipment, vehicles, and supplies to support the installation, maintenance, and repair of Metro’s existing access control systems.

Upon approval by the Board, staff will execute Contract No. OP496680008370 with MCM Integrated Systems, to provide access control installation, maintenance, and repair services, effective January 1, 2026.
