Title
AUTHORIZE the Chief Executive Officer to:
A. AWARD Contract Nos. AE52668000 with Kimley-Horn and Associates, Inc.; AE52668001 with Iteris, Inc.; AE52668002 with Parsons Transportation Group, Inc.; and AE52668003 with Advantec Consulting Engineers, Inc., respectively, for the Shared Mobility Intelligent Transportation Systems On-Call Services bench for a four-year period for a cumulative Not-To-Exceed (NTE) amount of $50,000,000, subject to the resolution of any properly submitted protest(s), if any; and
B. EXECUTE Task Orders within the approved NTE cumulative value.

Metro’s Shared Mobility Intelligent Transportation Systems (ITS) and Speed and Reliability groups in Operations require professional services support to accelerate the delivery of ITS and transportation technology projects. The Shared Mobility ITS On-Call Services contracts will enable the award of task orders in support of subregional and agency-wide priorities and delivery of projects to support the 2028 Olympic and Paralympic Games (2028 Games) and allow for expeditious and cost-effective delivery of projects. Task orders will be competed and issued as the need for services arises and as funding is made available.
Background
BACKGROUND
Metro’s Shared Mobility ITS and Speed and Reliability groups have developed small to large-scale transportation projects that will need to advance to the planning, design, and implementation phases by 2028. These projects support the various programs within the Shared Mobility Department with a focus on ITS, transportation planning, traffic engineering, traveler information, big data, tolling, network communications, and administration.
Metro is seeking on-call services to help advance and support the delivery of these projects, many of which align with Metro’s NextGen Bus Plan, the Regional Integration of Intelligent Transportation Systems (RIITS), Metro’s Long Range Transportation Plan (LRTP), and the 2028 Games. These projects may be competed as task orders as funding is made available.

DISCUSSION
Approval of these contract awards will support Metro’s ITS and Speed and Reliability groups to deliver projects that align with Metro’s NextGen Bus Plan, RIITS, 2028 Games, and the LRTP. The on-call services contracts will allow the advancement of several projects and programs, such as transit signal priority, integrated corridor management, regional transportation data sharing and collaboration through RIITS, performance measurement, bus lane treatments, traveler information through Southern California 511, and other support services for various Shared Mobility programs. Previously, the Shared Mobility ITS group has utilized the Multi-Modal Highway On-call contracts as a mechanism to advance projects and programs more effectively. The on-call services contracts will also be made available to other departments within Shared Mobility.
The on-call services contracts will include the following service areas for potential task orders: 1) Planning and Technical Studies; 2) Plan, Specifications, and Estimates ; 3) ITS and Transportation Technology Support Services; 4) Traffic Engineering Support Services; 5) Project/Program Management Support; 6) Construction Management Support; 7) Tolling System Software Support; 8) Software/Developer Services; 9) Graphics/Website Services; and 10) Administrative Support.
Determination_Of_Safety_Impact
DETERMINATION OF SAFETY IMPACT
Approving this item will not jeopardize the safety of Metro’s customers or employees. On the contrary, granting this approval will enhance safety, enhance Metro bus and rail service and infrastructure, and support the development of a safer multimodal transportation system that will provide high-quality mobility options to enable people to spend less time traveling.
Financial_Impact
FINANCIAL IMPACT
Funding for the individual task orders will be based on the availability of funds during the fiscal year they are intended to be issued, and for projects that have been approved by the board. Funding for these services is currently included in the approved FY26 budget under Shared Mobility project budgets in cost centers 4740 and 4741. Approved annual budgets of other cost centers in current and future years that will be using these On-call services contracts will also fund individual task orders through their established annual project budgets. Since these are multi-year contracts, the project manager, cost center manager, and Deputy Chief Operations Officer of Shared Mobility will be accountable for budgeting the costs for future fiscal years.
Impact to Budget
There is no impact on the Fiscal Year 26 budget as funds for this action will be included in the approved budget for each project. Task orders for projects will be locally funded by Proposition C, Measure R, Measure M, State, or federal grants (contingent on funding availability and grant awards). These sources are not eligible for bus and rail operations.

To ensure maximum opportunity for participation within these contracts, the Request for Proposals (RFP) No. AE52668 was issued in accordance with Metro’s Acquisition Policy as a firm fixed unit price contract. The Proposal Evaluation Team (PET) was gender, racially, and ethnically diverse, with over half of the PET being women who represented various departments at Metro. Of the recommended contractors, one prime contractor is a Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) certified firm.
The Diversity & Economic Opportunity Department (DEOD) recommended a SBE goal of 27% and a Disabled Veteran Business Enterprise (DVBE) goal of 3% for all state, local, and/or Measure M funded task orders. DEOD established a 30% Disadvantaged Business Enterprise (DBE) goal on all federally funded task orders. Each recommended contractor committed to meet the overall 30% DBE goal and the overall 30% SBE goal.
Vehicle_Miles_Traveled _Outcome
VEHICLE MILES TRAVELED OUTCOME
Vehicle Miles Traveled (VMT) and VMT per capita in Los Angeles County are lower than national averages, the lowest in the Southern California Association of Governments (SCAG) region, and on the lower end of VMT per capita statewide, with these declining VMT trends due in part to Metro’s significant investment in rail and bus transit.* Metro’s Board-adopted VMT reduction targets align with California’s statewide climate goals, including achieving carbon neutrality by 2045. To ensure continued progress, all Board items are assessed for their potential impact on VMT.
As part of these ongoing efforts, this item is expected to contribute to further reductions in VMT. This item supports Metro’s systemwide strategy to reduce VMT through planning, operational, and investment activities that will improve and encourage transit ridership and ridesharing, including transit signal priority, bus priority corridors, bus lane treatments, regional transportation data exchange, and transportation systems management. Metro’s Board-adopted VMT reduction targets were designed to build on the success of existing investments, and this item aligns with those objectives.
*Based on population estimates from the United States Census and VMT estimates from Caltrans’ Highway Performance Monitoring System (HPMS) data between 2001-2019.

The project supports the goals outlined in the Metro Vision 2028 Strategic Plan: Strategic Goal 1: Provide high-quality mobility options that enable people to spend less time traveling; Strategic Goal 2: Deliver outstanding trip experiences for all users of the transportation system; Goal 3: Enhance Communities through Mobility and Enhanced Access to Opportunity; and Goal 4: Transform LA County through regional collaboration and national leadership.

ALTERNATIVES CONSIDERED
The Board has the option to forgo entering into contracts for the Shared Mobility ITS On-Call Services and rely solely on staff to advance projects through separate procurements. However, the current staffing levels lack the capacity and resources needed to deliver the projects/programs and services on schedule to support the 2028 Games, as well as other Metro priorities for the NextGen Bus Plan.
