In February 2019 staff presented a report (File 2018-0787) to the Board detailing the Soundwall Program's status, funding challenges and future delivery plan. This Board Report is a follow-up action requesting funds to prepare Project Initiation/Project Approval (PI/PA) Documents for Phase I, Priority 2 Soundwall Packages 12,13 and 14.

Background
BACKGROUND

Upon passage of SB 45 in 1999, Metro assumed the responsibility for delivery of the freeway soundwall projects in Los Angeles County. Prior to that, Caltrans was responsible for nominating soundwalls for funding through the California Transportation Commission (CTC) and construction of the projects.

Between 2001 and 2003 and continuing to the present, Metro began development, with Board approval, the lists of retrofit soundwalls by classifying them in "Phases".

Phase I: Soundwalls that were required to be constructed as part of the High Occupancy Lane (HOV) projects but were deferred.

Phase II: All other retrofit/after-the-fact soundwalls deemed eligible along the various freeways.

Phase I: Within the list, three priorities were established:

Priority 1: Soundwalls along the built HOV lanes opposite those that were built on one side of the freeway. All Priority I soundwalls are constructed.

Priority 2: Soundwalls along the built HOV lanes where walls were not constructed on either side of the freeway. Package 10 is in design, Package 11 is in construction, Packages 12, 13 and 14 require new PI/PA documents.

Priority 3: Soundwalls along built HOV lanes that have been added over time. The list is neither prioritized nor fun...
