Commuter Rail Station in the City of Pico Rivera 30% Design and Environmental Clearance Motion
Over the past several years, the California High Speed Rail Authority (CAHSR) has been advancing the Draft Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the Los Angeles-to-Anaheim Project Section. More recently, CAHSR closed out the public review and public comment period on Tuesday, February 3, 2026.
Among the program of rail infrastructure improvements, CAHSR proposes to build a new rail viaduct in the City of Commerce that requires relocating the existing Commerce Metrolink Station as a formal mitigation. As outlined in Alternative 5: Maple Ave of the Draft EIR/EIS, CAHSR proposes to relocate the station 4,650 feet east of the current location to the City of Montebello. The identified area is surrounded by heavy industrial land uses; lacks transit and active transportation connectivity; is incompatible with adopted and emerging land use plans; and does not support short- or long-term ridership growth or transit-oriented community development. Given the scale of investment, Alternative 5 does not offer commensurate public benefit and will ultimately impact, hinder, and/or delay the Commerce Viaduct Project.
Recognizing the critical role a regional rail station plays in shaping holistic, transit-oriented communities, the Metro Board approved a motion in February 2023 directing staff to evaluate alternative sites for relocating the Commerce Metrolink Station. As part of the technical feasibility study, Metro convened a stakeholder working group that included Metrolink, Amtrak (LOSSAN), CAHSR, the Gateway Cities Council of Governments, and the Cities of Pico Rivera, Commerce, and Montebello.
