• Title: WITHDRAWN: CONSIDER Motion by Directors Solis, Fasana and Barger that the Board direct the CEO to conduct a cooperative technical study with Foothill Transit to: A. Establish an electric bus rapid transit route(s) (e.g. Ramona Blvd., Valley Blvd., Amar Rd., Temple St., etc.) that connect major destinations (i.e. employment centers, educational institutions, downtown areas, etc.) from the El Monte bus station to the Eastern region of the San Gabriel Valley; B. Identify and provide recommendations to develop and/or improve transit/mobility hubs at strategic locations along the route(s); and C. The study shall include, but not limited to capital and operational requirements, funding strategy, implementation timeline and opportunities to coordinate with related projects along the identified route(s). FURTHER MOVE that staff report back within 120 days with the necessary next steps to implement this motion.

Electric Bus Rapid Transit (eBRT) in the Eastern San Gabriel Valley

The Southern California Association of Governments completed the Mid-Valley Bus Rapid Transit Feasibility Study in 2010 in the San Gabriel Valley. The study determined that Ramona Boulevard and Badillo Street was a feasible corridor for bus rapid transit, especially as an alternative to the congested Interstate 10 freeway. Consistent with this study, the Los Angeles County Department of Public Works was awarded a Call for Projects grant to implement a bus priority light synchronization system on this corridor as part of their countywide Traffic Signal Synchronization Program. The City of El Monte was also awarded Call for Projects funding for a grade separation at the Santa Anita Ave. and Ramona Blvd. intersection to allow unhindered bus access to the Metro bus station. Moreover, Metro is exploring universal, electric charging facilities at the El Monte bus station and Division 9 to support the electrification of Metro's Silver Line and Foothill Transit's bus fleet. Multiple cities are advancing transit oriented development in their downtown areas and potential transit/mobility hubs at Cal Poly Pomona, the Pomona Fairplex, and Mt. San Antonio College. Electric BRT in the Eastern San Gabriel Valley presents an opportunity to bolster economic development, enhance air quality and improve mobility throughout the region.
