Preamble

Measure M Revised Local Return Guidelines

 

The Multi-Year Highway Subfunds in Measure M were created so that our County’s residents, cities, and respective subregions could fund projects that would provide congestion relief.

 

However, the proposed Measure M Guidelines create a one-mile restriction on projects eligible for funding under the “Highway Efficiency and Operational Improvements” definition. This one-mile boundary creates an undue burden and restrictions on cities and communities that would benefit greatly by available funds to improve major arterials and highways. In the South Bay, this restriction completely disqualifies cities like Lomita, Hermosa Beach, Palos Verdes Estates, and Rancho Palos Verdes from accessing these funds. In the Gateway, this restriction limits access to these funds for cities like Signal Hill, Whittier, Montebello, and La Mirada.

 

It should be the Board’s goal to increase access to these funds so that we can improve regional mobility, air quality, traffic flow and safety on both major and minor arterials, and improve our key roads that our residents rely on daily.
