Title: APPROVED Garcetti, Antonovich, Ridley-Thomas and Krekorian Motion directing the CEO to: A. Amend the 2015 State Legislative Program to seek legislation which would authorize MTA to access private capital and resources to advance/accelerate infrastructure projects. B. Pursue and seek legislation for Public Private Partnership authority in the first extraordinary session of the State Legislature. C. Report back to the July 2015 Board with an update on the above and provide any guidance in order for the MTA to gain P3 authority.

Relating to Item 68, File ID 2015-0969: P3 Authority

The Los Angeles County Metropolitan Transportation Authority (MTA) is currently engaged in the most robust infrastructure development program in the country.

This program will reduce greenhouse gas emissions, vehicle miles travelled and congestion across Los Angeles County.

There are many more projects that could be implemented and/or accelerated using innovative delivery methodologies and public private partnerships (P3's).

P3's provide opportunities to utilize private sector innovations, investment and resources to advance transportation projects.

On June 19, 2015, Governor Brown called the California State Legislature into special session to address infrastructure funding in California.

This special session will address funding needs and will also aim to address ways in which the State can complement local efforts to repair and improve local transportation infrastructure.

The session will also consider how the state could incorporate project development efficiencies to expedite project delivery and reduce project costs.

It is now time to pursue clear legislative authority for MTA to access private sector resources, take advantage of innovation, and advance/accelerate infrastructure projects in Los Angeles County.
