CONSTRUCTION COMMITTEE

OCTOBER 15, 2015

Preamble

Motion by:

Director Ara Najarian

Item 59 [File ID 2015-1577]

The City of Glendale has been working with the Federal Railroad Administration and the California Public Utilities Commission (PUC) to create a quiet zone through the city; a location where train horns are not used.  At present, there are 38 quiet zones in California.  The Metrolink Orange County lines have four, with many more planned for Metrolink lines.

The Metrolink Antelope Valley line has 90 trains a day travelling through three Glendale crossings. This requires the engineer of each train to sound the horn for over a mile day and night.  All three crossings have been upgraded with quadrant and pedestrian gates, expanded sidewalks and advanced traffic signal pre-emption. The PUC has requested additional devices be placed at the crossings, resulting in a cost overrun of $150,000 to the project.  Given the effort and the funding expended,
