Related to Item 38: Measure M Master Guidelines - 3% Local Contribution for Transit System Connectivity Projects

 

Attachment D of the Measure M Master Guidelines presented in June 2017 provide an additional 6 to 24 months for continued development of several sections, several of which relate directly to programs and subfunds that could be provided directly to cities. Further, the Guidelines require that local jurisdictions with major transit projects provide 3% of local funds toward these projects. Particularly as it relates to those projects designated as “system connectivity,” this 3% local match requirement places a significant financial burden on LA County’s smaller cities, for whom costs may far outweigh the benefits to their residents.
