Preamble

Item 41 : Judge Harry Pregerson Station Dedication

MTA should dedicate the Harbor Freeway Station to the memory of Late Judge Harry Pregerson, a Los Angeles native who presided over the pivotal federal civil lawsuit against the California Department of Transportation's construction of the I-105 Century (now Glenn M. Anderson) Freeway.
Judge Pregerson's ruling not only allowed Caltrans to construct the I-105 Freeway that facilities east-west vehicle travel today, his decision ensured that the new highway include the Green Line light rail corridor to serve transit riders and carpool lanes to encourage high-occupancy vehicle trips. In 2002, Assembly Concurrent Resolution No. 142 officially named the interchange of the I-105 and I-110 freeways, where the Harbor Freeway Station is located, as the "Judge Harry Pregerson Interchange."
Judge Pregerson's decision also helped distribute the benefits of the major highway investment more equitably. Judge Pregerson helped author a consent decree requiring Caltrans to serve and empower communities being directly affected by the freeway project as well as by decades of historic underinvestment and disenfranchisement.
Consistent with the Metro Property Naming Policy, the Metro Board of Directors should dedicate the Harbor Freeway Station to Judge Harry Pregerson and honor his significant influence on the Los Angeles regional transportation system and his illustrious career as a jurist dedicated to public service and social justice.
