REGULAR BOARD MEETING

DECEMBER 1, 2022

Preamble

Motion by:

DIRECTORS GARCETTI AND SOLIS

Arts District/6th Street Station Motion

The Arts District/6th St Station is a proposed new B Line (Red) and/or D Line (Purple) rail station that would enhance local and regional transit connections to and from the Arts District, Boyle Heights, Union Station, and surrounding communities. Although it is a strategic unfunded project and not listed in the Measure M Expenditure Plan, it promises to be one of Metro’s most cost-effective rail extensions since it can be delivered at-grade within existing Metro property.

With $500,000 in funding from the City of Los Angeles, Metro is currently preparing the Draft Environmental Impact Report and conducting public engagement for the project. Looking ahead towards construction, a 2021 report to the Los Angeles City Council confirmed that fully funding the Arts District/6th Street Station is the first priority for the City of LA’s portion of the Central City Area’s Subregional Equity Program (SEP) funds.

In October of this year, Metro informed subregions that SEP funding will be programmed to all SEP subregions beginning in FY24. Therefore, once the existing funding provided by the City of LA is exhausted, it is appropriate to transition funding for any remaining Arts District/6th Street Station project development activities to the Central City Area’s SEP. This funding is only available for uses selected by the Central City Area.
