| 29. | Federal Legislation / State Legislation (Position) | ADOPT the USA BUILD Initiative (Attachment A) as Metro’s official proposal to Congress and the Executive Branch as they consider replacing the Bipartisan Infrastructure Law (BIL) (P.L 117-58) that will expire on September 30, 2026.
HORVATH AND HAHN AMENDMENT:
A. ADD to the USA BUILD Initiative advocacy for the reauthorization the Safe Streets for All Program (SS4A) and substantially increase the level of funding supporting local safety capital improvement projects;
B. ADD to the USA BUILD Initiative advocacy for authorization to increase the transferability of federal highway-formula based revenues from 50% to 75%, providing enhanced flexibility in funding multimodal safety projects and transit capital projects; and
C. ADD to the USA BUILD Initiative advocacy for the authorization of the distribution of CMAQ and STBG funds on a formula basis, ensuring the funds are allocated directly to Metro, providing more certainty and predictability in use of these funds, particularly supporting Metro’s transit operations and transit capital projects. | | |
