• Title: APPROVE Amending Motion by Directors Butts, Hahn, Ridley-Thomas, Barger, and Solis that the Board direct the Chief Executive Officer to adopt the Measure R Amendment language and include in the Footnote Section of the Expenditure Plan as Footnote "n" for proposed line 17a the projects listed above. The South Bay Transit Projects listed above and identified in Footnote "n," depending on readiness, could be included with South Bay Highway projects submitted to Metro in the FY21-22 Metro Budget Request development process by Oct. 31, 2020. Anticipated available funding could then be accessed as early as July 2021.

Related to Item 7: Measure R Amendment Language

Given that the Board approval this month of the Measure R Transfer Amendment language is a preliminary approval in so far as final approval of the language will not occur until 2021 after the "Notice to the Legislature" time period expires, the Metro Highway staff has not forwarded the transit projects identified in the South Bay's unanimous action taken in November , 2019 to create a South Bay Measure R Transit Program for Metro Board approval of the South Bay Metro Budget Request.

However at meetings with the South Bay Transit Operators Group and the South Bay Infrastructure Working Group there was a consensus among the cities that while the Measure R Amendment language is before the Metro Board this month as a penultimate approval, the item should also contain the unanimously approved list of South Bay transit projects intended for funding through the future South Bay Measure R Transit Program (Expenditure Plan Line 17a South Bay Transit Investments). They are as follows:
